    Water security and climate change challenges in the transition economies of Central Asia

    There is global recognition and acceptance of the importance of interlinkages between water, energy, food and the environment for national development and prosperity. The economies of the arid Central Asian countries are growing and integrating into the global value chains, yet their transition from centralized to more market-oriented economies remains incomplete. These countries have made commitments toward the global climate change agreement and sustainable development goals. That said, the political economies still prioritize resource abstraction rather than reorientation toward productivity and enhanced efficiency. Decades-old projections about climate change, however, may come true much earlier than anticipated and generate additional risks to infrastructure and the related service functionalities. The main goal of this paper is to provide a comprehensive assessment of the main issues and perspectives related to irrigation, energy, agriculture, and the water supply & sanitation sectors in water-secure economies, along with the management of risk under the threat of the projected climate change. The identified challenges and risks are categorized as technical, financial and institutional, and a water footprint assessment of selected strategic crops is discussed considering their role in international trade.
