dc.description.abstractTransboundary water and water basin literature focuses mainly on the countries that should obey the WFD rather than the benefits of WFD to countries. The present study investigates the holistic approach of the Maritsa Basin countries (Turkey, Greece and Bulgaria) in three main areas: water quality, agricultural activity and energy benefits. When these three issues are evaluated together, the interest criteria of all countries provide benefits from transboundary waters and also, application of WFD get easier. Also under scrutiny in this study are the bilateral agreements; the problem of flooding in Turkey’s Maritsa region and the potential solutions; the WFD; and transboundary corporation projects. Shared transboundary water problems cannot be resolved without considering of countries benefits that are located and upstream or downstream of river. The purpose of the WFD is implementing applicable legislation and enforcement to countries. To improve the existing legal framework, a series of issues will be regulated by the agreement, covering such issues as water protection and use, institutional arrangements, management plans, harmonization of programs and measures, monitoring and research, transfer of know-how and technology, as well as joint projects. It is expected, however, that there will be conflicts related to issues of water supply and demand that can be resolved only through transboundary coordination and cooperation.
